Richert said the new city and downtown administrators are developing enthusiasm for progress in Richmond and continue to encourage collaboration. He noted that the warehouse district's success would not have been possible without the support of local officials.

"It's an exciting time ... you can feel a vibe around town that things are happening," Richert said.

One of the main signs of progress in the district is the renovation of the former Pennsylvania Railroad depot, for which the area is named. The building has been empty since 1979, when it ceased operation as a train depot.

Richert bought the building in 2010 from Doc and Debbie Keys to save it from demolition. He requested and received $500,000 from the Richmond Redevelopment Commission to stabilize the building and prepare it for development.

In October, the redevelopment commission unanimously approved $500,000 to help Better Homes & Gardens Real Estate First Realty Group, which agreed to buy the building from Richert, with renovating the warehouse.

Redevelopment commission stipulations say the money is given as a 10-year forgivable loan, but if the property is sold within the first five years, Better Homes & Gardens will owe the city 100 percent of the loan ($500,000). If the deposit is sold after five years of ownership, the loan would be repayable at 20% for each year remaining in the 10 years.

The loan will not be given to the real estate group in one big check. Instead, the money will be refunded, paid after an invoice for the completed work is sent to the city.

After the conclusion of the written agreement, the renovation work will begin. Brunton said the company anticipates completing the first phase of construction within four to six months.

"This project is very close to being an epic example of public/private cooperation," Brunton said. "Over three decades of effort certainly demonstrates the determination of this community."
